Amentum

The Operations and Maintenance Manager will be based one of three Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position will be responsible for the daily oversight of the site’s O&M, ensuring professional and quality services are provided to the Customer in accordance with program requirements and will report to the O&M Manager. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Oversee general and specialized maintenance and repairs, as well small construction projects; manage a team of maintenance supervisors, technicians and assistants, and provide supervision, training and development for assigned associates.
  • Inspect work performed by tradesmen to ensure that operations and maintenance specifications and codes meet established industry standards; instruct staff in company work policies and procedures; review work orders and work order reports for accuracy; ensure that the quality of work being performed is completed on-time; inspect equipment to ensure it is maintained correctly.
  • Inspect and evaluate the physical condition of the facilities and grounds in order to determine the type of work required to meet contract requirements; ensure shop supervisors conduct inventory stock levels; order materials and supplies for equipment are available in adequate amounts; investigate service complaints and corrective actions required.
  • Direct and oversee the daily performance of the organization, planning, scheduling, and training processes to meet the requirements of the contract; be responsible for the management of all CAA functions, including ensuring that there are qualified personnel to meet staffing requirements and the central planning, coordination, control, and actual performance of these functions.
  • Manage the operations and maintenance functions within the CAA space and other assigned areas on the BEC for overall contract performance, which requires getting information to and from critical operating and supporting elements and directing and coordinating actions to ensure that the resources are at the right place at the right time to properly perform the mission.
  • Monitor system readiness, identify problem areas, and respond to mission requirements to perform contract requirements; be responsible for ensuring that all records, including personnel records, financial records, site data and plans, are available and maintained in an up to date manner; direct and monitor the preventive maintenance program; accept, process, coordinate, and assign work orders, projects, and task assignments; control resources; monitor staff proficiency and qualifications; monitor staff endurance and safe operations; monitor the locations and activities of assets; coordinate the flow of information to and from CAA and O&M staff.
  • Confer with staff in order to resolve performance and personnel problems; conduct daily meetings with trade supervisors to discuss project work, client’s concerns and each trade shop’s workflow; evaluate employee performance and recommends personnel actions such as salary increases, dismissal, or promotion.
  • Perform other duties and projects as assigned.

REQUIRED:

Minimum Acceptable Experience Level:

  • Ten (10) years’ Operations & Maintenance (O&M), Engineering, and Support function experience for a small plant, overseas, and/or military facility.
  • Ten (10) years’ maintenance management or construction management experience.

Education: A high school diploma or GED. A bachelor’s degree is preferred. Additional experience may be considered in lieu of college degree.

Knowledge, Skills, and Abilities: Solid knowledge of all trades skills.

Passport, Licenses and Certifications:

  • As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.
  • Valid drivers’ license.

Security Vetting: Already possess an active DoD or DoS Secret clearance or be able to obtain a favorable Secret clearance prior to being hired. Must maintain eligibility for the duration of the contract.

Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.

Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

  • Relevant overseas experience, preferably in the Middle East.
  • Experience working with Amentum and Department of State programs.

OTHER KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of principles and processes involved in supporting O&M contract responsibilities at an overseas facility.
  • Six Sigma.
  • Experience providing excellent customer services.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
