Clearance Requirements: Must be able to obtain a Facilities Access Clearance.
Primary Work Location: Remote with onsite or in-country support as needed.
Period of Performance: July 15, 2024 – July 14, 2026
Level of Effort: 50%
Travel Requirements: Anticipate three TDYs of 14 days each per year of the contract, for a total of six TDYs over two years. Travel may be required to various international locations, including but not limited to Baghdad, Amman, Jordan; Frankfurt, Germany; Washington, DC; and Erbil, Iraq.
Overview
The Program Advisor will assist the USAID/Iraq Mission in advancing strategy development and project/activity design during a period of intense need and staffing gaps. This position requires a 50% level of effort over two years and is primarily remote, with periodic travel to Iraq or other international locations.
Responsibilities, Duties, Expectations
- Support Technical Programmatic Needs: Including strategic planning, project and activity design, program budgeting, reporting, technical and contextual analyses, and monitoring, evaluation, & learning.
- Program Cycle Management: Demonstrate an understanding of the Program Cycle and corresponding analytical and documentation requirements, and assist or lead in the coordination and management of these processes.
- Document Drafting: Draft or support drafting of planning and design documents, including related taskers and requests.
- Cross-Office Collaboration: Promote cross-office collaboration and relationship-building in Program Cycle processes.
- Procedural Guidance: Draft Mission Orders, Notices, or other procedural guidance or reference documents.
- Mentoring and Training: Provide advice, mentoring, and on-the-job training to technical and program staff.
- Communication Activities: Support outreach and communication activities, including drafting and editing of briefing and communication materials.
- Quality Assurance: Provide quality assurance on documents and presentations to ensure an appropriate final product.
- Meeting Participation: Attend meetings, prepare minutes, and report out to leadership of the relevant office.
Specific Deliverables
- Support for Multiple Offices: Including the Stabilization (STAB) Office, Democracy & Governance (DG) Office, Economic Growth (EG) Office, and Program (PRO) Office.
- Mission Orders: Updated Mission Order on Project and Activity Design.
- Strategic Roadmaps: Development and/or projects as determined by the Mission.
- TO Sections: Sections of a Country Development Cooperation Strategy or Strategic Framework.
- Activity Designs: 1-3 Activity Designs in each Technical Office (TO), starting with STAB.
Required Experience And Education
- Experience:
- At least 8 years’ experience supporting USAID or the USG directly or through implementing partners.
- Experience in USAID or USG project development and activity design in conflict-affected contexts.
- Experience in one or more relevant technical sectors: stabilization, democracy and governance, economic growth, water, climate, youth, or inclusive development.
- Excellent writing and organizational skills.
- Education:
- Bachelor’s degree in a relevant field, Master’s degree preferred.
Special Requirements
- Language Proficiency: English fluency required. Proficiency in Arabic is a plus.
