The Planning Engineer will operate in a complex environment involving multiple parallel projects, each with unique drivers and timelines. Challenges include an unstable political situation, security concerns, a new government, and a fast-track project ramp-up. The transfer of Ratawi field operatorship to TTEEPRH must be swift and effective.
This role is critical in ensuring effective planning and execution of multi-project timelines to meet strategic objectives and deliver key milestones in the Oil & Gas sector.
Job Dimensions
The Planning Engineer will support the consolidation of information from various stakeholders to develop integrated planning in Primavera, generating reports on a monthly basis and as needed. This role involves planning for all operated activities within the affiliate, HQ, and multiple projects. This includes well drilling operations, projects (integration), surveys, permitting, seismic, studies, joint venture (JV) relations, authorities’ relations, internal approval processes, product delivery, among other tasks. The primary objective is to ensure timely delivery of parallel projects and activities, such as:
- Phase 1 of the Ratawi Field infrastructure upgrade (completion by the end of 2025)
- Phase 2 of full-field development of the Ratawi field (first oil by December 2027)
- Construction and operation of a gas treatment hub for associated gas from Ratawi, Majnoon, and West Qurna 2 fields (first gas by Q4 2027)
- Construction and handover of a seawater supply treatment plant and transportation network (completion by 2029)
- Construction, funding, and operation of a 1GW solar power project (first phase by mid-2025)
The Planning Engineer will assist under the guidance of the Lead Senior Planning Engineer to:
- Develop an effective planning tool in Primavera.
- Maintain up-to-date integrated operations planning exercises at various horizons: weekly, monthly, yearly, and five years ahead, ensuring consistency among all planning levels.
- Update planning exercises for partners and authorities, ensuring alignment with the latest official communications.
- Integrate multiple projects into a consolidated plan for all TTEEPRH activities.
- Identify critical paths, potential concerns, bottlenecks, and constraints that could impact project objectives.
- Support the integration of pre-existing and future Iraqi activities within the affiliate (e.g., Halfaya operations).
Qualifications And Experience
- Education: MSc or BSc in Engineering.
- Experience: Minimum of 5 years in Upstream Oil & Gas Operations (Construction & Operations). Experience in onshore and/or Middle East project execution is an advantage.
- Competencies: Quality, HSSE, Planning, Project Coordination, Reporting, Onshore experience.
- Technical Skills: Proficiency in Primavera software. Background in Planning, Scheduling, and Project Management is a plus.
- Tools Knowledge: Proficient in scheduling tools such as Primavera Project Management, Microsoft Project, and other office computing tools.
- Soft Skills: Strong communication and presentation skills. Ability to develop positive relationships with various departments and project teams. Autonomous with a rigorous approach to problem-solving. Effective influencing, listening, coordination, and facilitation skills.
- Working Environment: Ability to work in a multidisciplinary, transverse team environment.
- : Arabic , fluent in English; proficiency in French is a major plus.
Main Accountabilities
- Protect the Group’s interest as an Operator.
- Ensure compliance with contractual obligations to the Host Country.
- Contribute to developing and issuing comprehensive Strategic and Integrated Operational Planning for TE EP Ratawi Hub.
- Support alignment among all internal and external stakeholders on the affiliate’s Strategic and Integrated Operational Planning.
- Assist the Lead Senior Planning Engineer in supporting the affiliate’s focal point for the Long Term Plan yearly exercise.
- Facilitate information and experience sharing on JV matters with other affiliates and head office through the Lead Senior Planning Engineer.
Key Activities
Under the guidance of the Lead Senior Planning Engineer, the Planning Engineer’s activities include but are not limited to:
- HSE: Promote and adhere to the company’s HSE rules and culture in all day-to-day activities.
- Strategic Planning: Assist in developing and implementing a robust and consistent long-term planning strategy for TTEEPRH:
- Support internal and external strategic exercises such as LTP, PRIME, Budget, COMSTRAT.
- Assist in preparing yearly strategic alignment workshops with partners and authorities.
- Integrated Operational Planning (IOP):
- Optimize short-term operational planning (5-week lookahead) while accounting for constraints (personnel on board, logistical means, multi-trade activities, etc.) to maximize cost and time savings.
- Organize and attend technical interface meetings as needed.
- Ensure the planning database is consistently updated.
- Organize and lead 5-week lookahead planning meetings on-site.
- Gather and verify schedules from all entities involved (project, construction, maintenance, production, inspection, HSE, marine).
- Support in resolving scheduling clashes and conflicts.
- Ensure activities entering the 2-week lookahead planning phase meet all requirements (Job Risk Assessment, Risk Level Outline, material availability, etc.).
- Assist in preparing and issuing the TTEEPRH Integrated Operational Planning (monthly/yearly horizon).
