  • POST CONTEXT

NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.

The Ministerial Advisory Division (MAD) is focused on delivering NMI’s mandate to advise Iraqi Security Institutions at the ministerial level. The Ministry of Defence Branch is focused on delivering NMI’s mandate to advise Iraqi Ministry of Defence (I-MoD) on Security Sector

Reform (SSR). The Budget and Programs Advisory Team engages with Iraqi authorities on related topics and assists the Iraqi authorities and NATO subject matter experts in identification and development of Budget & Programs project proposals.

Within the Budget & Programs Advisory Team, the incumbent’s main responsibility is to advise I-MoD on the planning of Budget and Policies.

The Advisor ( Budget & Policies ) reports to NTI MDB 0010 – Senior Advisor (Budget & Policies) – MCiv 7 .

  • DUTIES

The Advisor (Budget & Policies) ensures that the B&P efforts and activities are harmonised across NMI and in line with the NATO mandate;

The Advisor (Budget & Policies) supports the Senior Advisor (B&P) with their detailed review of existing practices;

The Advisor (Budget & Policies) provides advice, research support and practical implementation assistance to Iraqi partners as they begin to design policies, governance and training to bring Iraqi MoD in line with modern international contemporaries;

The Advisor (Budget & Policies) assists with the coordination of appropriate B&P related requirements and engagements for NATO advice and assistance within the mission;

The Advisor (Budget & Policies) engages Iraqi authorities on B&P related topics and liaise and coordinate with the NATO delivered teams of experts;

The Advisor (Budget & Policies) provides assistance to the Iraqi authorities and NATO subject matter experts on related B&P broad aspects;

The Advisor (Budget & Policies) supports the day-to-day management of B&P activities and provide regular feedback to the Chief of Staff and the Iraqi authorities to support the evaluation of projects;

The Advisor (Budget & Policies) assesses and provides routine feedback to the Branch Head on the progress of the implementation of the B&P Package for Iraq and related projects;

The Advisor (Budget & Policies) supports the liaison with Allied and relevant partner Embassies in Iraq to gain situational awareness and understanding of bilateral activities/efforts;

The Advisor (Budget & Policies) helps prevent overlap or duplication of assistance efforts to Iraq and to identify opportunities for mutual reinforcement;

The Advisor (Budget & Policies) enables the execution and implementation of B&P projects and report to the Special Program Coordination Office.

Under routine circumstances, the work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Within the current identified threats, the overall risk is medium. The level of threat requires adherence to the detailed in-theatre instructions on personnel security.

The risk may increase if personnel are moving outside of designated secure areas.

The incumbent may be required to perform like duties elsewhere within the organisation as directed.

  • QUALIFICATIONS AND EXPERIENCE

Essential

Bachelor’s Degree or higher level degree/diploma in the field of Economics, Accounting, Finance, Business Management or related field, or exceptionally, a higher secondary education diploma with vocational training in the financial functional area with at least two additional years in the functional area;

Minimum 6 years progressive experience in the finance and budget field;

Extensive knowledge of political and military processes obtained from experience gained in working in an International Organization;

Post related courses obtained through NATO official schools/academies or other military/international training centers;

Experience in post conflict environments and/or security sector reform;

In-depth understanding of current best practice for high-value, complex budgets within both a Private and State environment;

English Standard Language Proficiency level of “Expert” in listening and reading, speaking and writing, (SLP 3333 based on NATO standards).

DESIRABLE

Minimum 5 years of experience in a NATO structure;

Experience in planning, implementing, monitoring and assessing international support efforts under NATO or other International Organisation’s mandate;

Experience in advising decision makers;

Extensive knowledge and experience with WPS, defence policy and defence/force planning, strategic planning, capability assessment and defence capacity building;

Knowledge of NATO Financial processes/political/decision making and administrative processes.

The Advisor (Budget & Policies) must display above average leadership skills, the ability to work long hours under considerable stress, and the ability to make decisions on the basis of policies, directives, laws, and precedents requiring interpretation and adaptation to ad hoc circumstances.

The Advisor (Budget & Policies ) must have professional contacts with others limited to the exchange of information requiring normal courtesy and effectiveness in dealing with others.

He/ She solicits/gives information and provides advice/guidance.

The work involves the provision of information or analysis of part of a task assisting others to take action within the organisation.

  • EMPLOYMENT CONDITIONS

The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position.

The basic salary for an MCIV 6 is Euro € 6,705.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances ( hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
