TEEP Ratawi Hub oversees the 4-in-1 project, including the Common Seawater Supply Project (CSSP), Gas Mid-stream Project (GMP), Associated Gas Upstream Project (AGUP), and the 1000MW Solar Power Plant (SPP). The role requires a high level of autonomy and the ability to manage HSE in remote locations.
This role is crucial for ensuring the successful execution of civil and mechanical works on the project, maintaining high standards of safety, quality, and compliance throughout the construction process.
Job Dimensions
The Civil/Mechanical Supervisor / Engineer is responsible for overseeing and managing civil and mechanical construction activities for the TPIF project in Basra, Iraq. This role involves ensuring compliance with project requirements, managing EPC Contractors, and supervising construction progress to meet project objectives.
Qualification And Experience
- Education: Bachelor’s Degree in Civil/Mechanical Engineering or a related field.
- Experience: Minimum of 10 years in the construction of energy projects, with a focus on photovoltaic plants, renewable projects, or HV substations.
- Certification: Project Management Professional (PMP) or equivalent certification .
- Background: EPC experience and handling projects valued at over $50 million.
- Projects: A minimum of 3 completed construction projects.
- Knowledge:
- International standards and best practices for construction.
- Environmental legislation and regulations.
- Skills:
- Proficient in MS Word, MS Excel, MS PowerPoint or similar.
Main Accountabilities
- Ensure civil and mechanical construction activities are completed on time, within budget, and to the required quality standards.
- Collaborate with the schedule engineer to monitor and optimize project progress.
- Manage and resolve issues related to civil and mechanical works to maintain project schedule.
- Provide detailed progress and recovery plan reports to the Project Director and Engineering Management Department (EMD).
Mission
- Report directly to the Construction Manager.
- Manage civil and mechanical construction stakeholders effectively in line with EPC contracts and project agreements.
- Ensure compliance with HSE rules and regulations at every stage of civil/mechanical construction.
- Oversee adherence to approved Method Statements/Risk Analyses and regulations during construction.
Activities
- Supervision and Management:
- Organize and lead the integrated site team to supervise EPC Contractor’s construction progress, quality of works, and commissioning until COD (including inspection witnessing, clearing punch list items, issuing completion certificates, and turnover packages readiness).
- Provide input into weekly site meetings and discipline-specific technical meetings with EPC Contractors.
- Monitor and check EPC Contractors’ work across disciplines to ensure timely delivery.
- Reporting and Documentation:
- Confirm and provide the Project Director (PD) with inputs for monthly progress reports and information to verify EPC Contractor invoices.
- Verify the site logbook managed by the EPC Contractor.
- Project Coordination:
- Follow up on actual progress versus planned values, ensuring critical activities are executed according to schedule and seek opportunities to create margin within the critical path.
- Analyze works and propose optimizations to the Contractor when possible.
- Evaluate and approve recovery plans for delayed civil/mechanical activities to secure the overall schedule.
- Support the schedule engineer in drafting progress reports for the PD/EMD.
