Scope Of Responsibilities
Reporting to the Projects & Modifications Manager, the Completions & Commissioning Manager is a key role within the Projects & Modifications department.
The primary responsibility is to provide overall management, oversight and assurance of Completions and Commissioning activities across the portfolio of projects and across all facilities. This includes direct responsibility for fieldwide scopes and management of the team, as well as providing direction to and assurance of EPCm and/or EPC contractor activities whilst maintaining COMPANY satisfaction and international standards of safety and quality.
Principal activities are during the final stages of project execution, to ensure the safe and successful commissioning, testing, and handover of facilities and equipment, noting the preparation for which commences at project kick-off. This includes developing and executing completions and commissioning plans, coordinating with project teams, contractors and vendors to ensure compliance with safety standards, regulatory requirements, and project specifications.
Responsibility includes leading the management of completions and commissioning activities, providing subject matter expertise for troubleshooting of technical issues, and ensuring that all systems are fully operational before handover to operations. Additionally, to manage documentation and reporting processes, track progress, and ensure that projects are completed on time and within budget.
Strong leadership, technical expertise, and a commitment to safety and quality are essential for this role.
Primary Duties
The position acts as client assurance and technical authority for all project scopes executed by EPCm or EPC contractor.
For fieldwide scopes, the Completions & Commissioning Manager directs and executes the Completions & Commissioning activities in line with the delivery schedule, contract specifications and conditions and has overarching responsibility for the activities within the team as detailed below:-
Project Planning: Develop and oversee the overall strategy and plan for:
- Project Completions & Commissioning
(incl. GoCCMS ; System and Sub-system definition; LOSH; MC skyline)
- Input to and ownership of Commissioning project plan within Primavera P6
- Handover incl. certification and close out
Completions & Commissioning Management: Coordinate the commissioning of systems and equipment, ensuring they are properly tested, inspected, and verified according to project specifications and industry standards. Monitors day to day activities through recurrent progress meetings to facilitate visibility of status and achievement of targets. Slippages / backlogs will be identified, and action plans formulated to keep the project on schedule
Documentation Management: Manage the preparation and organization of all completion, commissioning, and handover documentation, ensuring accuracy and compliance with regulatory requirements
Quality Assurance/Quality Control (QA/QC): Implement QA/QC processes to ensure that all completions and commissioning activities meet quality standards and regulatory requirements. Develops and implements GoC requirements within the Completions Plan
Safety Management: Demonstrate a strong commitment and ownership of health, safety and Environmental excellence. Prioritize and enforce safety protocols and procedures throughout the completions, commissioning, and handover phases to mitigate risks. Ensure adherence to the project and corporate HSE procedures and maintain a safe working environment
Stakeholder Coordination: Responsible for representing M&E in all Completions and Commissioning related activities, meetings with clients and subcontractors and assuming all other responsibilities in the absence of Small Project Manager. Collaborate with project stakeholders including Operations, Engineering, PSCM, TAR, contractors, vendors, and external agencies to ensure that good working relations are maintained with stakeholders throughout project and facilitate smooth project execution and handover.
Risk Management: Identify potential risks including lessons learned and develop mitigation strategies to address issues that may arise during completions, commissioning, and handover activities
Training and Transition Support: Provide training and support to operations personnel to ensure a seamless transition from project completion to operational readiness.
Performance Monitoring: With the respective scope Project Manager, monitor and track progress of activities against project milestones, budget, and schedule, and implement corrective actions as needed to keep the project on track.
Continuous Improvement: Identify opportunities for process improvement and lessons learned for future projects, contributing to the enhancement of project delivery practices.
Subcontractor and Vendor Management: monitors performance and contributes to evaluation in project close-out reports.

Overall, the role is crucial in ensuring the successful completion, commissioning, and handover of projects, while prioritizing safety, quality, and compliance with company and regulatory requirements.
Responsible to P&M Manager for safe and timely execution of all Completions & Commissioning project activities.

Responsible for decisions relating to Completions & Commissioning execution.
Supervisor Responsibility
Directs the resource allocation and workloads of a team of subordinates. Typically leading a group of professionals or technical staff.

Minimum Requirement
- Experience in Completions & Commissioning execution and management
- Experience in the oil & gas industry
- Experience working with an international E&C company
- Excellent leadership and communications skills
- Relevant degree or diploma from an accredited college or university or equivalent experience
Preference will be given to candidates who meet the following criteria:
- Experience working in Rumaila oilfield
- Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa
