Context and Core Functions / Responsibilities
On March 1, 2021, Iraqi Council of Representatives adopted the Law on Support to Yazidi Survivors (Survivors’ Law), a pivotal transitional justice measure for addressing the legacy of mass atrocities committed by ISIS against Yazidi and other minorities, including survivors of conflict-related sexual violence (CRSV) and children. Survivors’ Law provides official recognition to victims of genocide and other grave violations of international law and stipulates a wide range of state-sponsored reparation measures, including compensation, health services, legal aid, support in livelihood and employment and housing. The main implementing body Directorate for Survivors Affairs (Directorate) for this legislation is established under Ministry of Labour and Social Affairs (MOLSA).
Since 2019, leveraging IOM’s global expertise in developing and implementing reparation programs, IOM Iraq has been providing support to the development of a reparation framework for CRSV survivors in Iraq. After adoption of the Draft Law, technical support to institutions and civil society has entered a new phase focused on strengthening capacity of the relevant institutions to implement the reparation program in line with best practices and international standards for state reparation programs; expanding participation of civil society and survivors in the implementation and monitoring of the reparation process; and enhancing survivors’ access to reparation benefits.
Under the general guidance of the Head of the Peacebuilding and Stabilization Division (PSD), and the direct supervision of the Transitional Justice Officer, the consultant will perform the following tasks ;
Core Functions / Responsibilities
- Support the Transitional Justice Officer in timely implementation and monitoring of projects aimed at economic empowerment and educational support for survivors – beneficiaries of the Survivors Law, according to the Transitional Justice Program workplan and project related documents.
- Support the Transitional Justice Officer in timely implementation, implementation and monitoring of activities aimed at strengthening role of survivors’ networks and groups, and affected communities in TJ process through implementation of Quick Impact Projects (QIPs), memorialization initiatives, and in-kind support, according to the Transitional Justice Program workplan and project related documents.
- Support Transitional Justice Officer in facilitate coordination of IOM activities with IOM units and divisions relevant for project regarding economic empowerment, education, survivors groups and affected communities. ;
- Perform duties as the focal point for the implementation of the IOM partnership with the Dr Dennis Mukwege Foundation and other implementing partners, including overseeing preparation of events, communication with the survivors groups and other actors, visibility of the partnership, and administrative (contractual) requirements in relation to partnership;
- Support activities towards strengthening visibility of Transitional Justice programme and it’s alignment with internal and donor requirements;
- Support the Transitional Justice Officer in producing and reviewing program documents and tools, including trainings, workshops, consultations and internal team meetings;
- Support the Transitional Justice Officer in liaising with relevant civil society, implementing partners, and other actors about their activities;
- Participate in field visits in response to programmatic needs;
- Perform any other tasks corresponding with consultant’s knowledge and skills, and framework of this ToR.

Education, Experience and/or skills required

Master’s degree in Human Rights, International Law, Political Science, or a related field from
an accredited academic institution with two years of relevant professional experience; or
-
University degree in the above fields with four years of relevant professional experience. Knowledge of rule of law programming, including transitional justice, and knowledge of mechanisms for the prevention of SGBV through rule of law responses;

Experience in managing and/or implementing programs aimed at advancing transitional justice
in post-conflict societies, which include advocacy engagement with civil society, government,
and survivors;

Experience in communicating and working with a wide range of actors, including people of culturally diverse backgrounds, CSOs, survivors or vulnerable individuals, government and authorities, humanitarian actors (UN agencies and NGOs).

Computer literacy and skills with specific proficiency in Microsoft applications.

Reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.

Good analytical skills for financial data, strong eye for detail and accuracy.

Ability to prepare clear and concise reports.
Languages:
- Fluency in English language is required.
- Fluency in Arabic language is an advantage.
Travel required
- Yes. To Baghdad, Ninewa, and Duhok, and other areas.
