The Ratawi oil field in South Iraq’s Basra province is undergoing extensive development to increase oil production and gas utilization. This involves numerous projects and contractors. The Emergency Preparedness Leader will ensure that all activities adhere to the company’s Health and Safety processes, policies, and procedures to maintain a safe working environment.
This role is critical for ensuring effective emergency preparedness and response at the Ratawi field, promoting safety, and maintaining high standards in crisis management.
Qualification And Experience
- Education: Bachelor’s degree in Engineering (Safety, Environment, Mechanical, Petroleum, Chemical, or Process Engineering).
- Experience: Minimum of 10 years in emergency response and crisis management, with at least 5 years in the oil and gas industry.
- Skills:
- Trained to lead investigations on significant accidents/incidents.
- Strong ability to communicate and network within a complex and multicultural organization.
- Proactive initiative-taking with strong analytical and organizational skills.
- Excellent command of the English language (both oral and written).
Main Accountabilities
- Emergency Response Preparedness:
- Lead the promotion and maintenance of high awareness of industry and professional best practices in emergency response.
- Develop and maintain the Emergency Response Management System.
- Advise and assist Incident Management Teams (IMT) during their mobilization and operations.
- Incorporate lessons learned from real incidents, training exercises, and other relevant sources into emergency response plans and procedures.
- Planning and Coordination:
- Advise entities and projects on emergency response issues, including the development of emergency procedures, plans, and contingency arrangements.
- Update emergency response systems in offices and accommodations.
- Train and coach Fire Wardens and Emergency Response teams.
- Organize and coordinate training for emergency response organizations, including Crisis Management Cells, Incident Management Teams, and Advanced Command Posts.
- Develop and execute an annual training schedule and lead the organization, implementation, and debriefing of exercises (Tabletop, medium-scale, and full-scale).
- Facilities and Tools:
- Develop and maintain Emergency Response Cells and response facilities, including IST systems, communications tools, maps, and forms.
- Ensure the implementation of fire safety management systems on site.
- Assist in preparing and communicating information related to incidents (Return on Experience – Rex+).
- Site Audits and Follow-Up:
- Lead site audit exercises and implement action plans based on audit results.
- Ensure that all emergency response procedures and systems are effectively integrated and operational.
