POSITION SUMMARY:

We are seeking experienced candidates who can direct and coordinate organizational efforts to ensure that HR programs and initiatives are developed and managed in alignment with Blumont’s ongoing strategic initiatives. This position will oversee the HR function and teams in our Iraq and Syria locations.

KEY AREAS OF ACCOUNTABILITY

  • Collaborates with senior leadership to understand the organization’s goals and strategy related to recruiting, staffing, and retention.
  • Oversees the administration of human resource programs including, but not limited to, recruitment, compensation, benefits and leave; employee relations; HR policy/procedures; performance and talent management; recognition and morale.
  • Collaborate with HQ human resources focal point on related project and corporate HR matters and ensure alignment with Blumont organizational strategies, vision, mission, and goals.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
  • Oversees HR policies and procedures at the local level ensuring appropriate training, comprehension, and compliance of the HR team.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Create and maintain an environment of equal employment opportunity, diversity, and competitive advantage in support of the company’s diversity and inclusion initiatives.
  • Facilitates professional development, training, and certification activities for HR staff.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.

QUALIFICATIONS:

EXPERIENCE and SKILLS

  • 10+ years demonstratable experience successfully managing HR teams and programs across multiple locations.
  • Bachelor’s degree in human resources or related field.
  • Experience with recruitment, hiring, training benefits, compensation, HRIS, policies/procedures, compliance, employee relations desired.
  • Experience working at global development organizations and working with US government clients is a plus.
  • Knowledge of NES, KRI and Federal Iraq Labor Law is highly desirable.

Travel Requirement:

  • Up to 40% travel to Northeastern Syria
