Job Description

NRC Iraq is looking for a Livelihoods and Economic Inclusion Project Manager to join the North Area Office. The role holder will be responsible for overseeing the strategic direction and implementation of the Livelihoods and Food Security (LFS) grants in North Area Office, undertaking needs assessments; monitoring progress and evaluations, adapting existing programming to changing needs; and contributing to programme development (design and proposal development). They will also ensure the integration of LFS programming with other core competencies. Additionally, they will coordinate the day-to-day activities of the projects implemented whilst ensuring that they are implemented effectively and efficiently according to NRC’s guidelines and procedures for project governance applicable for projects.

What You Will Do

  • Responsible for all Project Cycle Management aspects of the Livelihoods and Economic inclusion grants within the North Iraq area office, as per NRC project cycle management and adherence to donor rules and regulations.
  • Responsible for ensuring programme implementation, and support to integrated programming, coordination, and technical quality in the Area Office
  • Ensure that Livelihoods and Economic inclusion projects are fully compliant in the areas of project submission, workplan development, procurement planning, technical works, financial monitoring, and donor reporting.
  • Contribute to design of livelihood and market assessments/Value chain analysis and any other assessments in coordination with relevant Core Competency Specialists /Advisers, Agriculture, and livelihoods program manager.
  • Provide leadership and responsible for the quality of the programme: quality of data collection and distributions are according to SoPs with correct accountability measures in place; Undertake project monitoring visits, support staff in implementation, troubleshooting, engineering problem solving and solutions.
  • Ensure proper project documentation management and that all necessary documentation is in place and backed up in NRC Securing Supporting Documentation.
  • Develop, manage, and sign off overall project and staff workplans to ensure timely assessments, project submissions, monitoring reports, final reports, and financial payments.
  • In coordination with MEL (Monitoring, Evaluation, and Learning), ensure Livelihoods and Economic inclusion projects are implemented with an evidence-based approach ensuring that post project evaluations and analysis are carried out.
  • Ensure that all output/outcome data and beneficiary data is recorded and maintained in the databases.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • In collaboration with other Project Managers, ensure that the project adheres to an Integrated approach, Safe and Inclusive Programming (SIP) and durable solutions and has well-established mechanisms to address the cross-cutting themes.

What You Will Bring

  • Minimum 3 years of experience in a senior level project implementation position in a humanitarian/recovery context.
  • Experience from working in complex and volatile contexts,
  • Technical expertise in Agriculture and Livelihoods competency
  • Fluency in English, both written and verbal
  • University degree or higher education relevant to the assignment (Agriculture, Agriculture economics, Agricultural Engineering is preferred)
  • Experience working in early recovery and development contexts.
  • Experience applying appropriate problem analysis tools, mechanisms, and processes at all stages of the project management cycle.
  • Report writing skills – including analysis, summarising, and copy-editing.
  • Experience working with government, local authorities, private sectors, humanitarian actors, host community and displaced populations (Internally Displaced People, Returnees and Refugees)
  • Experience in implementing integrated livelihoods and economic inclusion grants with youth and protection programming is advantageous.

  • Until 31 st December (Renewable, NRC Contracts run Jan- Dec yearly pending funding and performance).
  • 50 % travel, approximately Baaj, Sinjar, and Erbil
