Project Summary
MSI is currently implementing the Performance Monitoring and Evaluation Services (PMES) activity in Iraq. PMES provides the United States Agency for International Development (USAID) with support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of the contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The project involves services across four components: 1) Performance Management, 2) Evaluation Services, 3) M&E Capacity Building, and 4) Collaboration, Learning and Adapting.

Position Summary
The Monitoring Specialist will undertake third-party monitoring (TPM) site visits to USAID-financed activities in multiple sectors, such as economic growth, governance, and social cohesion, and involving multiple types of interventions, including training and infrastructure. Monitoring comprises observing an event or infrastructure that is being implemented by USAID’s implementing partners (IPs), interviewing beneficiaries, participants, and stakeholders, and completing a pre-designed monitoring report. The purpose of the monitoring reports is to provide USAID with an objective sense of how activities are being implemented on the ground.
Responsibilities
- Conduct TPM site visits in Western Anbar as assigned by the TPM Manager.
- Complete TPM reports using pre-designed monitoring forms and submit to PMES in a timely manner and in accordance with protocols.
Qualifications
- Bachelor’s degree in a related field is required.
- Minimum three years of professional experience is required.
- Experience applying qualitative and quantitative data collection tools and methods, including key informant interviews is required.
- Experience monitoring and data collection is preferred.
- Familiarity with development donor/organization monitoring procedures preferred.
- Familiarity with monitoring and verification of USAID activities is preferred.
- Ability to work on a team and communicate effectively with partners, stakeholders, and beneficiaries.
- Professional working proficiency in written and verbal English and Arabic are required.
