Job Summary

The Senior Transition Coordinator reports to the Operations Supervisor and is responsible to provide training and transition support to assist Air Force Security Assistance and Cooperation Directorate (AFSAC) Program Management Office (PMO), Contract Officer Representative (COR), and other United States Government (USG) stakeholders in aiding the Iraqi Air Force (IqAF) in transitioning operational control of currently contracted base and airfield operational services described in the Performance Work Standard (PWS). The Senior Transition Coordinator develops and implements comprehensive plans to monitor resources, training, and transition of base and airfield operations to IqAF personnel. Key responsibilities include coordinating access to training areas, organizing familiarization and over-the-shoulder (OTS) experiences, and identifying formal training needs. This position is critical in fostering a culture of continuous learning and development among U.S. Nationals (USN), Foreign Nationals (FN), and Host Country Nationals (HCN), ensuring a smooth and effective transition process.

Job Responsibilities

  • Lead the training and transition efforts as directed by the Operations Supervisor.
  • Develops and implements comprehensive plans to monitor resources, training, and transition of base and airfield operations to Iraqi Air Force (IqAF) personnel.
  • Liaise with Iraqi Military Leadership, Base Commanders, and Base Training/Transition Officers to ensure clear communication and coordination of training and transition activities.
  • Schedule and conduct regular meetings with all stakeholders to review progress, address challenges, and update plans, as necessary.
  • Coordinate with IqAF authorities to secure necessary access to Sallyport work areas, facilitating uninterrupted training and transition activities.
  • Maintain a detailed log of access requests and approvals, ensuring adherence to security protocols.
  • Gather, compile, and analyze data to assess the effectiveness of training and transition programs.
  • Prepare and submit comprehensive reports to Iraqi Leadership, Base Commanders, and Base Training/Transition Officers, including metrics on attendance, skill assessments, and program outcomes.
  • Organize and track familiarization and over-the-shoulder (OTS) experiences for IqAF personnel, ensuring that these experiences align with transition objectives.
  • Monitor progress and provide feedback to ensure that IqAF personnel are adequately prepared for operational control responsibilities.
  • Identify the need for formal training or certification requirements for transition and develop proposals for Contractor or subcontractor solutions to meet these needs, if requested by the PCO.
  • Ensure that all training solutions are cost-effective and meet the required standards for IqAF operational readiness.
  • Monitor and analyze IqAF attendance trends, identifying patterns and implementing strategies to improve attendance and engagement.
  • Set measurable goals for attendance and performance improvement, tracking progress, and adjusting strategies, as necessary.
  • Proactively seek and implement process improvements in training and transition methodologies, aiming for continuous enhancement of program efficiency and effectiveness.
  • Undertake additional responsibilities as assigned by management, demonstrating flexibility and adaptability to meet evolving project needs.

Job Qualifications

  • Preferred: Associate degree in related field, or equivalent from an accredited institution.
  • Required: High school diploma and three (3) years of proven experience in a training or supervisory role, with a demonstrated history of effective leadership and program management.
  • Experience working in challenging or austere environments, particularly in roles involving interaction with diverse nationalities and cultures. The ability to adapt to and thrive in such settings is essential.
  • Strong leadership skills with the ability to motivate and guide a diverse team.
  • Excellent people skills, with the ability to establish positive relationships and collaborate effectively with staff, stakeholders, and all levels of management.
  • Demonstrated professional demeanor and the ability to communicate clearly and respectfully.
