DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during 2018, while Yemen will join the Middle East region.

Overall purpose of the role:
• The RECLaNTS Specialist is responsible for monitoring activities of RECLaNTS teams. She/He is responsible for delivering timely and high-quality advice and direction for the purpose of building both the internal and external capacity of DRC HDP RECLaNTS staff, and any other audiences identified within RECLaNTS strategy. The RECLaNTS Specialist will also innovate and expand on current risk education materials and methodologies for all targeted audiences, including mines/ERW, IED risk education, curricula in line with SOPs on Explosive Ordnance Risk Education

 

Responsibilities:
• Guide and oversee the safe and effective delivery of RECLaNTS team conducting community liaison, non-technical survey and EORE in support of other HMA activities.
• Develop current EORE delivery to include use of social media and Augmented Virtual Reality (AVR) to enhance online and face to face engagement of beneficiaries. • Conduct a training needs assessment with the RECLaNTS teams in Mosul and Basra and conduct trainings for RECLaNTS staff, to support high quality EORE delivery using updated techniques sensitive to age, gender, and diversity.
• Engage with existing humanitarian organizations operational in the same locations to identify whether there is a need for RE briefings as part of their programming/ Ensure liaison with INGOs, NGOs and UN agencies representatives for the planning and delivery of EORE training.
• Review and update existing methods of collecting and recording project data to ensure accuracy and quality assurance, in consultation with the IM Specialist and M&E Manager.
• Develop a clear methodology for monitoring outcomes in the EORE activities, in consultation with the Operation Manager, HDP coordinator, and M&E manager.
• Liaise with project development department to contribute to quality reporting of EORE, CL, and NTS activities, and where needed, Project development that includes these components.
• Support the OM in drafting and compiling the monthly, quarterly and annual reports for EORE, CL, and NTS activities
• Contribute and collaborate with Information Management to the monthly operational statistic reports.
• Ensure documentation and consolidation of success stories, in coordination with DRC’s communications specialist, which can be communicated externally and to ensure that DRC is able to articulate and document relevant best practice.
• Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards
• Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy, Safeguarding Policy, and Child Safeguarding Policy
• Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply

Qualifications &  Skills


Experience and technical competencies:

Essential:
A minimum of 3 years demonstrated experience in community liaison, NTS, and EORE
• Minimum 3 years of relevant experience in the following: o Previous experience in capacity building and training of internal and external stakeholders
o Proven Risk Education training and educational material development experience. o Operational Efficiency: Non-Technical Survey training is an advanced benefit.
o Excellent supervising, training and facilitation skills. o Able to work in difficult and insecure circumstances. o Good verbal and written communication skills in English o Excellent verbal and written communication skills in Arabic. o Attention to detail.

Desirable:

Experience of social media campaigns and Augmented Virtual Reality is an asset

Education: 
• University degree in social science or tertiary education in any other relevant field is an advantage but not required.

Languages: 
• Fluency in written and spoken Arabic
• Good written and spoken English
• Kurdish is an asset
