Description


All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies. The job description is mandatory for all positions within INTERSOS and shall be signed by the employee within the first week of employment.

 

Purpose/objective of the position:

The Legal Team Leader is responsible for Implementation, supervision and coordination of all legal services in accordance with INTERSOS mandate, priorities and donor agreements. He/she will support and coach Lawyers throughout the legal process, provide daily oversight to lawyers under his/her supervision, and directly handle complex cases as needed. S/he will ensure that training and capacity building needs of field protection staff are timely addressed and that the protection services and activities meet quality standards in the sector.

 

Main legal issues to be covered include:

  • Family law;
  • Gender-based violence and child protection;
  • Legal identity including obtaining civil documentation necessary to access rights and services (birth registration, marriage registration, etc.)
  • Citizenship and statelessness issues related to displacement.
  • Refugees/ Detention

 

Generic Duties:

  • Provide technical guidance and support to INTERSOS lawyers (and if appropriate other protection team staff)), ensuring quality in the implementation of legal activities and services as well as adherence to protection standards;
  • Support the field teams with the development of technically sound (monthly & weekly) work plans, consistent with the goals and objectives of the project;
  • Undertaking regular monitoring & evaluation of project activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes;
  • Participate in the recruitment of project legal staff, provide objective feedback with regards to staff performance (evaluate performance and deliverables against job descriptions), expectations and areas for growth and professional development;
  • Identify capacity-building needs of legal staff by assessing their knowledge and skills and accordingly provide learning opportunities through training, workshops and/or simulation exercises; ensure continuous on the job coaching and mentoring;
  • Contribute to the development of quality internal/external reports, providing relevant protection data, insight and analysis, respecting deadlines for delivering of weekly, monthly and ad-hoc reports on legal activities and statistics;
  • Establish and maintain collaborative relations with relevant partners and other project stakeholders working in the project areas;
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services;
  • Proactively participate in relevant coordination meetings, as requested by the Protection Manager;
  • Assess beneficiary eligibility for financial assistance to legal support and access to civil documents;
  • Update and monitor the legal and referral databases weekly to ensure the quality of the information included;
  • Daily field visits and support to INTERSOS lawyers in terms of planning and implementing the legal activities;
  • Conduct visits to the courts and local authorities in order to facilitate and coordinate the legal activities;
  • Collect and deliver all required invoices that relate to legal fees; and deliver all required documentation for financial accountability;
  • Respect deadlines for delivering of weekly, monthly and ad-hoc reports on legal activities and statistics;
  • Contribute to the drafting of internal/external reports according to INTERSOS and donor requirements ensuring quality and timely submission;
  • Ensure that INTERSOS data protection, PSEA and CP policies are shared, understood and upheld by all staff under your line manager, in compliance with the highest standards of privacy and confidentiality;
  • Carry out all tasks respecting key protection principles including but not limited to: PSEA, do no harm, non-discrimination, confidentiality and accountability and need-to-know principles,
  • Other duties as assigned by the Protection Manager.

 

 

Specific Duties:

  • Manage and supervise a team of 4 lawyers;
  • Provide coaching and technical guidance to the lawyers to ensure quality and timely implementation of legal activities including: (i) provision of legal information, counselling and assistance to vulnerable persons on civil documentation and family law; (ii) planning and conducting awareness raising sessions on issues related to the law;
  • Monitor and evaluate the impact of legal activities on beneficiaries;
  • Receive external and internal referrals in line with set criteria and allocate them among lawyers;
  • Maintain and update a database of legal cases and a database of internal and external referrals.
  • Monitor that progress on individual cases is documented by the lawyers/legal assistants, ensure the proper filing and archiving of individual legal files to maintain data confidentiality, respecting strict protocols for confidentiality and consent;
  • Regularly verify the status of the legal database, conduct case audits to ensure that cases meet and maintain compliance with established SOPs and minimum standards in legal assistance; provide feedback to lawyers and legal assistants;
  • Participate in protection case meetings for complex cases with a legal issue, if requested by the Protection Manager;
  • Regularly analyze data, elaborate on trends and the legal situation to feed into relevant reports;
  • Provide technical guidance to the development of the legal program and related material (legal brochures, legal awareness);
  • Plan and facilitate the induction process for all newly recruited lawyers on protection principles, safe identification and referral procedures, legal SOPs other relevant topics;
  • Ensure monthly follow up on progress of budget expenditures against financial plan and preparation of weekly liquidity plan.

Qualifications


Person Specification:

Education and professional experience:

 

  • Bachelor degree in Law and member of Iraq or KRI Lawyers Syndicate;
  • Hold a valid bar association ID B or C;
  • Minimum two years of relevant professional experience (of which at least 1 year in a supervisory role)
  • Previous working experience with IDPs, refugees and returnees;
  • Prior experience working with government authorities is a plus;
  • Excellent knowledge of the Iraqi legal system and legal procedures;
  • Strong knowledge of international protection and human rights legal standards;
  • Experience in Supervision and / or Coaching is mandatory.
  • CAD and Court coordination
