Mid-level Signals Intelligence (SIGINT) Specialist Exploitation Focus – Iraq - IQ Talent Marketplace

Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.

Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.

The Mid-Level SIGINT Specialist Exploitation Focus – Iraq, provides SIGINT analytic support services (intercept, analysis, and parametric exploitation of foreign communications and non-communications radio-electronic emissions).

Responsibilities

• Perform SIGINT Analytic Support tasks:
• Research, develop, present, and publish non-serialized SIGINT products at the tactical and operational level related to insurgent activities, and threats to local/regional stability as part of an overall intelligence analytical team.
• Conduct analysis of fused signals intelligence data concerning insurgent threat activities.
• Assist with the analysis and production of various intelligence products.
• Supply analytical support for senor military leaders.
• Perform SIGINT analysis of previously reported/collected information related to insurgent threats, mission planning, target development, damage assessment, and counterterrorism in the AOR and Iraq in general. (U) Participate in briefings and conferences as needed.
• Conduct comprehensive research on specific topics independently or as a part of a larger analytical effort focusing on current events and long-term trends that could impact the supported unit’s mission.
• Recommend tasking and de-tasking numbers into target tracking databases.
• Produce written summaries of reviews of communications history and patterns in order to characterize the potential for a particular selector to answer commanders PIR.
• Exploit unevaluated traffic from Captured Enemy Material (CEM) and manipulate it as required to ensure proper processing.
• Ad Hoc/anticipated deliverables are required NLT 48 hours after initial tasking, unless otherwise coordinated with the Government Lead, and COR/ACOR
• All Source Analysis Support in the CENTCOM AOR includes:
• Perform all-source intelligence analysis related to military actions, insurgent activities, economic and political activities, and threats to regional stability. Research, develop, present, and publish all-source intelligence products at the tactical, operational, and strategic levels.
• Develop all-source association matrices on individuals identified in reporting. Research all-source intelligence databases, systems reports and products at tactical and operational levels. Construct link diagrams/Essential Elements of Information (EEI). Develop PIR/ HNIR/IR analysis of reporting.
• Perform general intelligence analysis related to counterterrorism, HUMINT, Iraq, Syria, Jordan and Southwest Asia regional issues, political/military analysis, and targeting as requested. Log new requirements into tracker.
• Perform analysis and reporting on measures of stability to include security, governance and development, Human Terrain analysis.
• Prepare provincial and district assessments, campaign and mission analysis briefings and annexes, High Value Individual Targeting products,
• Extremist and Regional Threat Network Nodal Analysis.
• Prep daily fused assessments using IMINT, SIGINT, and HUMINT products.
• Assist with analysis and production of intelligence products. Analyze results of research in order to identify insurgent networks/individuals and FIE and prepare analytical summary reports of insurgent networks/individuals and FTE. Provide input to multiple Government requirements and objectives.
• Conduct comprehensive research on complex topics. Assist with resolution on difficult and complex analytical problems.
• Retrieve message traffic and collate with multiple sources of intelligence to provide a comprehensive picture of the environment.
• Conduct Intelligence Preparation of the Operational Environment to support the Joint Planning Process.
• Provide senior analytical advising for military or DoD civilian analysts.
• Provide intelligence analysis related to counterterrorism, HUMINT, SIGINT, CI, Iraq and Southwest Asia regional issues, and targeting.
• Incorporate IMINT, HUMINT and SIGINT analysis into weekly intelligence assessments.
• Prepare intelligence product to include counterterrorism, SIGINT, CI, Iraq, Syria, Jordan and Southwest Asia regional issues, HUMINT, political/military, and targeting. Research, develop, and present post- graduate level intelligence products at the operational and strategic levels for senior leadership. Analyze cultural, religious, political, geopolitical, military/social/behavioral science, perspectives on governance and development.
• Draft requests for ISR collection in coordination with Collection Management team.
• Adhere to Intelligence Community Directives. Perform tactical intelligence analysis. Analyze, report on, and disseminate Human Terrain findings.
• Prepare provincial and district assessments.

Qualifications

• Be knowledgeable of Army/Joint SIGINT procedures, data processing systems such as CIDNE, RT-RG, NSANet and associated SIGINT database/search engines
• Proficient in utilizing basic computer applications, mIRC, Jabber Chat, and intelligence related automation in support of analytical efforts and product development
• Possess strong research, analytical, and writing skills
• Be capable of effectively operating as a member of an analytical team from a remote location in support of CENTCOM AOR requirements
• Possess working knowledge of relevant NSA tasking, collection, processing, reporting procedures, and communications architecture (PED)
• Possess working knowledge of military ground and operations, target-area geography, place names, titles, and cultural norms as well as relevant enemy objectives, tactics, techniques, and procedures

Clearance Required

• TS/SCI Clearance with Polygraph (Current or Pending)

Minimum Education

• Associate degree or three years of intelligence analysis experience

Minimum Years Of Experience

• At least four years SIGINT experience within DoD or equivalent Government agencies and requires former MOS IN, 355/P/N, 35B, 352B/PQ/R/S,18F or equivalent specialty codes PLUS
