Purpose/objective of the position:

The Child Protection and Education Officer is responsible for supervising and mentoring the implementation of the CP and Education activities under the 29-121 project funded by AICS. The Child Protection and Education Officer manages all aspects of the project. The scope of work includes the elaboration and implementation of an efficient case management system, NFE activities and the organization and planning of all activities related to awareness on protection/education topics. The CP/Education Officer will supervise a variegated team of Education Monitors, Case Managers and Case Workers, PSS Workers and Community Outreach Volunteers. In her/his role the CP/Education Officer will ensure quality implementation of CP and education activities, that child protection and education activities are consistent with INTERSOS programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and ensures timely reporting to the Project Manager. S/he will ensure that training and capacity building needs of field staff and volunteers, school staff, and any other intervenient participant in the project area. The CP/Education Officer will contribute in planning, procurement, reporting and monitoring of activities under the supervision of the Project Manager. S/he will facilitate coordination and communication among all departments involved in the project implementation in the respective duty station and with key stakeholders at field level.

Generic Duties:

• Provide daily guidance to the staff, and suggest changes, updates, and improvements of relevant awareness-raising, psychosocial, and educational activities when needed;
• Supervise and provide technical support to the project team members for the quality implementation of the education and protection activities;
• Promote and ensure project activities are in line with child protection and humanitarian principles;
• Support the Project Manager in developing required donor reports, providing relevant insights on project progresses and challenges;
• Ensure INTERSOS Child Safeguarding Policy and Child Protection Minimum Standards are mainstreamed through all the programmatic activities. Liaise with partners and government authorities for coordinated and harmonized education programming in the project areas;
• Support (upon request) in conducting assessment, education desk review and new proposal writing to strengthen INTERSOS education program in the country.

 

Specific Duties:

Ensure implementation of project activities according to planning:

 

• Develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, procurement of education and child protection materials, follow-up on purchase requests, preparation of administrative documents and ensure liquidity requests are raised on time;
• Manage and update the monitoring tools used for the project on a regular basi;
• Raise timely PRs for the implementation of project activities in line with workplan in consultation with Project Manager and support departments, ensuring follow-up and timely reception of goods and services as well as completion of administrative documentation;
• Weekly submission of liquidity requests to financial department in coordination with operations, programs and HR;
• Weekly completion of movement plans;
• Ensure the correct implementation of the education monitoring and protection activities in the area of intervention, providing guidance to the team in the planning and schedule of field visits and technical aspects of implementation;
• Conduct regular field visits to supervise the activities according to planned schedule as well as ad hoc visits;
• Ensure quality implementation of education activities (both formal and non-formal education) using INTERSOS education monitoring tools (i.e., observations, questionnaires, evaluation tools, FGDs, Key Informant Interviews, Case Studies);
• Assist in identifying, reporting and responding to existing and potential child protection threats at the community and school level;
• Attend case conferences as they may require with clear guidance on case management principles and practice relating to children;
• Regularly verify the status of the education/protection platforms and education/protection databases, conduct case reviews and informed analysis of data collected, provide feedback to Education Monitors and Project Manager;
• Review data and information collected during education monitoring and protection activities, compile regular reports highlighting gaps, concerns and trends to inform implementation;
• Provide guidance to workers and various volunteers in the planning and implementation of participatory community activities, awareness sessions and campaigns and in the general communication with communities;
• Ensure that strategies and operational measures effectively respond to protection requirements;
• Ensure a community-based approach with specific attention to community engagement in addressing child protection issues and support alternative care and response for children and their educational needs as well as strengthen meaningful child/youth participation at the community level;
• Ensure the activities are fully documented through attendance sheets of participants, pictures, videos (after receiving consent), pre and post-tests and activities ad hoc report;
• Support MEAL department in facilitating data collection and analysis of indicators achievements, knowledge management and organisational learning, ensuring capitalization of information and lessons learnt;
• Supervise the use and keep updated records of project resources at field level;
• Provide necessary support to HR department in the recruitment of project staff and volunteers, through delegation of tasks and quality of documentation (i.e., contracts, attendance sheets);
• Perform any other task not listed and necessary for the implementation of the project activities as requested by the Project Manager.

 

Facilitate coordination and communication between departments at field level and with external stakeholders:

 

• Establish and maintain collaborative relations with relevant donor officers, governmental (Directorate of Education) and national authorities (Ministry of Education), local institutions, partners, project stakeholders and other organization working in the project areas;
• Organize regular meetings with Education Monitors and Protection colleagues, to discuss general challenges in their tasks and identification of education and protection challenges in the field, while providing suggestions and improvements;
• Ensures timely updates of field activities to Education Coordinator and Protection Coordinator, in addition to project Manager with support from the CP Specialist;
• Organize coordination meetings among staff of different departments / sectors on a regular basis to share updates, synergies and address challenges;
• Establish and maintain collaborative relations with local authorities, local institutions, partners, project stakeholders and other organizations working in the project areas;
• Coordinates with other INTERSOS sectors to ensure implementation of standardized activities and with other departments (program and support);
• Proactively participate in relevant coordination meetings, as requested by the supervisor;
• Will ensure a community-based approach is in place to hear the voice of the community;
• Strengthen meaningful child/youth participation at the community level;
• Facilitate field visits by donor missions;
• Monitor respect of INTERSOS rules and regulations, INTERSOS Fundamental Charter Values and Code of Ethics, PSEA and Child Protection policies reporting to the Program Manager any issue.

 

Qualifications & Preferred Skills

Person Specification:

Education and professional experience:

• University Degree: preferably a graduate degree, in psychology, social work, education or related field of study.
• Field experience and solid understanding of psychosocial / CP protection issues (especially in schools) including education in such context.
• 3 or more years of work in international development/ humanitarian assistance program or an NGO in a similar education or protection thematic area (preferably in the area of assignment).
• Minimum 3 year of work experience with children (education NGO work, teaching, nursery, social work, etc.).
• Experience working in an NGO is a plus.

• Computer literacy (Word, Excel, Power Point)

• Previous experience in direct implementation of project activities in the fields of CP and Education
• Strong knowledge of community-based engagement

• Previous experience in child protection case management is highly desirable
