Context

The defeat of ISIS’s strongholds left ground for reconstruction and IDPs’ slow and unplanned return to their home villages and cities. However, in places such as West Mosul and other large areas that underwent severe destruction and where services are lacking, returns and reconstruction face structural limits (lack of livelihoods and public services, destroyed or damaged housing, lack of social cohesion) and and Iraqi people continue to be displaced in camps in Ninewa or in the East bank of Mosul.

The ethno-religious factors at the origin of recurrent conflicts for years play a key role in the political system. Strong tensions between military and political actors exacerbated and attacks targeting US missions in Iraq are frequent. Since November 2021, Iraq had tried in vain to have a government (president and prime minister). The government was formed in October 2022. This situation is a source of instability and above all encourages unregulated initiatives (abuse of power, corruption, administrative laziness, etc.) which exasperate social tensions.

As per OCHA, there are “approximately 1.2 million internally displaced persons (IDPs) and 4.1 million people in need of humanitarian assistance. Insecurity, lack of livelihoods, and destroyed or damaged housing hamper people’s ability to return home”. In this post-conflict transitional period, humanitarian agencies are moving away from an emergency mode of response towards longer-term recovery strategies and durable solutions. TGH, like other humanitarian actors, will have to transition to a new mode of operating in order to stay relevant while continuing to support the needs of the most vulnerable.

Presentation of TGH mission

TGH used to be active in the Iraqi Kurdistan Region and in Baghdad between 1995 and 2006. In 2013, TGH came back to Iraq to respond to the needs of new Syrian refugees.

Currently, TGH provides a comprehensive set of child protection activities: social accompaniment, psychosocial support for vulnerable children and their families, parenting sessions, etc. At the same time, TGH is committed to building the capacity of local actors involved in child protection (training/coaching of social workers, training of trainers, etc.), in line with the strategy of localization of aid and sustainability of action

In addition, TGH implements programs to strengthen the Food Security and Livelihoods of populations affected by the destruction of fields and production factors in agricultural areas, as well as by the measures taken in response to the Covid-19 crisis. TGH contributes to the rehabilitation of infrastructure necessary for local agricultural activities, access to production factors and inputs, and the improvement of the health and growth of livestock. These actions are part of a dynamic of reconstruction and revival of agricultural economic activity, in order to support the return of the population, their autonomy and the stabilization of the impacted areas.

TGH’s coordination office is in office in Erbil and sub-offices in Mosul and Tikrit.

 

General Information

Country: The position is based in Erbil with possible travels in the KRI and GOI region

Duration: Seven (9) months, starting March – renewable

Function Grid reference and Salary: the starting salary for this position is 1575 USD under the Category of D Grade 7 ‎ / along with competitive remuneration package.

General Objective

Under the direct supervision of the Programme Coordinator, MEAL Officer will be responsible for all monitoring, compliance, data collection/reports, assessments, feedback and Complaints mechanism, evaluation, related activities of TGH projects. The MEAL will lead in a wide range of data collection activities at the field level, aimed at tracking the progress and performance of TGH interventions including new area assessments (e.g. need analysis, satisfaction survey, focus group discussions). The MEAL Officer will be responsible for designing and implementing MEAL plans in close coordination with Program Co and Program Managers. S/he will be responsible for establishing and overseeing the functional MEAL, compliance and archiving system of the TGH Iraq Mission. S/he will ensure the quality of all programs and processes in compliance with TGH procedures, donors’ regulations, government laws, and regulations.

 

Responsibilities­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­

 

Responsibility 1: Monitoring and Evaluation

 

Task 1- Design, review and follow up on the implementation of the project’s monitoring and evaluation plans.

Task 2– Track the performance of the project’s activities and outputs against expected results and provide evaluation data to the Project Managers to ensure the projects are progressing towards the intended outcomes.

Task 3- Collect and manage the monitoring data from the team members.

Task 4- Ensure utilization of standard data management systems and tools through review and capacity building of project staff.

Task 5– Conduct data quality reviews and share findings highlighting key concerns for correction and improvement. This will include daily, weekly, and monthly reports.

Task 6- Contribute to internal and external evaluations of ongoing/outgoing projects as needed.

Task 7- In collaboration with Project Managers and the technical support team develop, maintain, and communicate performance and quality tracking systems to facilitate timely planning.

Task 8– Creation/improvement of data management tools according to the needs identified by the team or at the request of the Project Managers.

Task 9- Perform data collection through field visits and interviews under the supervision of Programme Coordinator beneficiaries/stakeholders and communities through HH survey, focus group discussions (FGDs), key informants’ interview (KII)

 

Responsibility 2: Accountability and Learning

Task 1- Coordinate and conduct accountability and satisfaction survey assessment and ensure affected beneficiaries’ concerns are incorporated in the project design, and implementation.

Task 2- With Project Managers, lead lessons learning discussions and project reviews including supporting the projects team in filtering key lessons observed during implementation for learning to improve program design or implementation strategies.

Task 3– Analyse the impact of projects and promote learning by documentation of best practices. Use this information to support decision-making processes.

Task 4– In collaboration with the TGH technical support team, set up, monitor, and improve feedback mechanisms and establish and manage the Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback.

Task 5– Assist the project in carrying out a preliminary first inquiry report in case of the serious nature of complaints filed by beneficiaries/communities.

Task 6– Establish, manage, and strengthen Accountability to Beneficiaries including the capacity building

of partner organizations on this theme.

 

Responsibility 3: Capacity building

Task 1– Identify capacity needs in data reporting and data management systems for the projects staffs and partners’ staff members and strengthen their capacity to deliver quality services

Task 2- Train project partners on the project design to ensure reporting data needs and required commitments for quality and timely reporting.

Task 3- Review partners’ monitoring and data management systems to ensure accurate periodic reporting, and raise any concerns in advance with project managers to be resolved in coaching sessions.

Task 4- In collaboration with Project Managers and partnership officers, conduct support supervision for project teams and partners in regard to data collection, management, reporting, and learning.

 

Responsibility 4: Reporting and documentation

Task 1- Leads on the timely compilation, analysis, synthesis, and quality internal and external MEAL reporting as per donor requirements

Task 2– Support project teams and partner organizations in the documentation of success stories and lessons learned

Task 3– In collaboration with Project Managers/officers, conduct data-driven internal reviews flagging any performance and quality improvement concerns. The incumbent will also participate in donor-required reviews.

Task 4- Archive Program documents according to TGH Rules and procedures, electronically and in folders (Soft copies and hard copies). Ensuring that all documents are duly completed before they are archived. 

 

Responsibility 5:  Technical Supervision of the overall compliance and accountability processes

 

Task 1- Provide technical supervision to Data Clerks and Compliance Assistant to ensure compliance with internal TGH policies and procedures, local laws, and donor regulations

Task 2- Support departments in compiling and archiving all operational and organizational information of projects.

Task 3- Ensure the centralization and capitalization of files at the Erbil office level.

Task 4- Support on development and implementation of compliance and accountability procedures on the bases, ensuring, among other things, good management of the flow of documents.

Task 5- Participate in preparing compliance and accountability reports upon request according to TGH standard formats with audit recommendations, verifications, audit reports, etc.

Task 6- Work closely with CD and Program Coordinator on final donor reports, spot checks, and evaluation.

Task 7- Assist the project in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance.

 

Responsibility 6: Focal Point for Complaints and feedback mechanism:

Task 1- Act as TGH’s Focal point for FCM; maintain complaints and feedback tracking database and do a follow-up on complaints to reach a resolution involving relevant project/program staff.

Task 2- Follow up on complaints and report on a monthly bias to the relevant personnel of any pending issues.

Task 3- With the LOG Department and Program Coordinator’s assistance, ensure that Pamphlets, Posters and Suggestion boxes are distributed and maintained across TGH intervention areas.

Task 4- Organize FCM sessions for all new staff as well as two refresher sessions per year including community-level FCM awareness sessions.

Task 5- Support in the investigation of allegations of suspected fraud and misconduct and provide evidence-based reports

Task 6- Conduct Field visits to project location; meeting beneficiaries, field teams, etc.

 

Responsibility 7: Participate in the development of new projects:

Task 1- Prepare, monitor, and provide an evaluation of needs assessment for any possible/future TGH projects when requested

Additional Tasks not on job description;

  • Support the Program Coordinator and other teams in translating/proofreading documents.

Qualifications


Must have:

  • Strong communication skills in written and spoken English, Arabic, and Kurdish
  • At least 3 years of working experience in MEAL and data-related functions in the humanitarian sector ideally with INGOs.
  • Experience in data collection, analysis and presenting quantitative and qualitative data and reports.
  • Degree in social science or relevant discipline
  • Strong data analysis, analytical reports and report-writing skills
  • Evidence-based monitoring and evaluation frameworks programs, with emphasis on participatory and partnership-based MEAL approaches
  • Solid understanding of the project cycle management, other MEAL tools
  • Experience in the management of various capacity-building/skills transfer of project and partner staff.
  • Proven ability to work effectively with others – including in multicultural teams – and strong interpersonal skills
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet/Excel skills. Strong knowledge of ICT applications & mobile applications
  • Strong interpersonal and self-awareness skills
  • Ability and willingness to undertake extensive travel in the country.
  • Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work
