About Tdh
Terre des hommes Foundation – Helping children worldwide (Tdh), is the leading Swiss foundation for children’s aid, with its headquarters in Lausanne, and registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children’s lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.
Tdh started its operations in Iraq in Dec 2014 responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing assistance in child protection, juvenile justice, education and WASH assistance in emergency.
In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.
As of November 2021, Tdh with its 90 staff employees, is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program, across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan and the Head Quarters (HQ) in Lausanne, Switzerland.

Overall job purposes
The Monitoring and Evaluation (M&E) Officer provides methodological and technical support to teams in order to ensure the quality of M&E tools in projects and programmes, working within the framework established by the organisation.
The M&E Officer ensures that M&E approaches, methods, tools are relevant and consistent across Tdh teams and partner organisations. He/she helps plan and implement activities requiring specific M&E expertise.
The Officer helps develop a dynamic approach to M&E inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.). He/she ensures M&E is an integral part of all Tdh departments, and that the M&E department plays a support role for the rest of the organisation.
He/she helps develop an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.

Main responsibilities
Design
- Develop M&E plan
- Develop M&E timeline
- Participate in budgeting plan
- Overview Needs assessment
- Participate in the proposal design by amending logframe, defining means of verification, putting targets
- Create data collection tools
- Create the MEAL file for the project in the sharepoint
 Project Implementation
- Present the M&E in the project Kick off meetings
- Implement and forecast the allocated budgets
- Conduct initial induction to program team on Projects MEAL system, tools and activities
- Conduct a quarterly reflection and learning workshop
- Overview the implementation of the M&E plan
- Be the focal point for updating the M&E file in the sharepoint
- Checking program’s SOVs
- Archive programs data collected and SOVs
- Participate in the project review meetings
 Partner
- Conduct initial induction to program team on Projects MEAL system, tools and activities
- Conduct a monthly follow up meeting
- Checking Partner’s SOVs
- Provide any technical support as needed
 Data analysis and reporting
- Analyze at least two indicators of each project on quarterly basis
- Analyze any needs assessment conducted and produce narrative report
- Analyze the site visit reports submitted by the field Monitors, produce narrative reports resent the results to the project’s team during the reflection and learning workshop
- Be the M&E focal points for donor reports
- Be the M&E focal points for Activityinfo reports on Monthly basis
- Compile Tdh’s data and its partner’s data for Donor reports
- Analyze the data quality check data and present the results to the project’s team during the reflection and learning workshop
- Document lessons learned as a result of the reflection and learning workshop and conduct a follow up meetings with program management to identify action points
- Clean the data collected by M&E and programs before any data analysis or reporting process
 Overview’s field Monitor work
- Responsible for the hiring process of Field monitor in Baghdad
- Develop and follow up on Field Monitor’s plan
- Overview data collection process by the field monitor
- Overview site visits of the field monitor
- Overview field monitor’s data quality checks
Others
- Accepts new responsibilities as and when those are assigned by the line manager/s.

As well as the following professional competencies:
- Bachelor’s degree and 2 years of work experience in a similar position in the humanitarian organization on MEAL department / Project management.
- Fluency in English and Arabic is mandatory, Kurdish is an asset
- Extensive work experience on database management, data analysis, report writing.
- Extensive work experience on PowerBI, Excel, Kobotoolbox, SurveyCTO, GIS
- Knowledge of project cycle management concepts, processes and tools, and experience in leading participative processes
- Expertise in developing, planning and implementing M&E systems, procedures and tools
- Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector.
- Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gender and diversity.
