Project Summary

Heartland Alliance International (HAI) is implementing a second phase of Aman Project for combatting trafficking in persons in Iraq, called Aman II: Combating Severe Forms of TIPs in Iraq. The project seeks to work with the Iraqi government to more effectively protect victims of trafficking and prosecute traffickers. Project activities will be implemented in Baghdad and other governorates of Federal Iraq, with potential referrals to the KRI governorates. The project consists of two interrelated and mutually-reinforcing objectives: Objective1: Institutional changes are created to enhance the prevention, protection, and prosecution of human trafficking in Iraq by creating synergies between stakeholders and leveraging existing structures;  Objective 2: Victims of Trafficking (VoTs) have access to comprehensive services that are fundamental in responding to their needs.

Essential Duties and Responsibilities

The Senior Case Manager (SRCM) will be based in Baghdad with potential travels to, Federal Iraq governorates. The Senior Case Manager will work under the administrative supervision of the Project Manager (PM) and the technical supervision of the Senior MHPSS Technical Coordinator. S/He will be responsible for providing advanced case management services for urgent and sensitive cases. The senior case manager will ensure participant-centered services are provided, ensuring proper safety planning and referrals are provided when needed. The SRCM will assist with program implementation, ensuring that case management (CM) activities will be implemented in top notch technical standards ,in line with the project work plan and in accordance with HAI and the donor’s standards and requirements. The SRCM will provide support for technical oversight of the CM team as well as working closely with the PM and HAI’s M&E team to ensure successful project implementation.

 

 

Project Technical Support:

The Senior Case Manager will:

  1. Oversee the integrated case management approach and programming conducted In Iraq within the framework of the Aman project.
  2. Ensure the technical quality of case management with the guidance of the Senior MHPSS Technical Coordinator, monitor and document the progress of  case management activities.
  3. Provide close technical support and clinical supervision (individual and group) to the case management service delivery team on regular basis, through both remote and in-person modalities.
  4. Assess the capacity and knowledge of the case management team and based on results will ensure all case management staff have received key case management trainings and receive ongoing supervision  and support.
  5. Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
  6. Collaborate closely with the Senior MHPSS Technical Coordinator to ensure that Case management components of the program are delivered with a high standard of quality and in line with relevant international best case management practices and principles of trauma-informed care.
  7. In coordination with the Senior MHPSS Technical Coordinator and Iraq MHPSS Director, develop guidance, tools, case studies, models, and other materials related to case management programming for youth and families to promote staff capacity building and service quality.
  8. Manage and supervise the case management tracker, and continuously update the information.
  9. Coordinate and manage the team caseload by managing referrals, assigning cases and monitoring the case management team’s caseload in coordination with the project manager/the Senior MHPSS Technical Coordinator.
  10. Provide regular planning, support and day-to-day tasking for the team with the guidance of the project manager/the Senior MHPSS Technical Coordinator.

 

Project Administrative Implementation Support / Communication/ Monitoring & Evaluation:

 

  1. Submit regular reports to the project manager/the Senior MHPSS Technical Coordinator about case management activities and assist in the development of monthly and other periodic reports. Ensure all case management staff document case management efforts confidentially, thoroughly and on an ongoing basis.
  2. Collect and document feedback from the field on the implementation of the methodology, including challenges and lessons learned.
  3. Support and coordinate the mapping of resources and referral options useful to respond to needs at different levels.
  4. Regularly monitor needs of targeted populations and ensure technical appropriateness of the response.
  5. Provide recommendations, suggest adjustments, and make improvements to the project with specific attention to community’s resilience mechanisms.
  6. Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed.
  7. Ensure compliance with HAI policies and protocols of confidentiality, respect and safety.
  8. Collaborate with multidisciplinary teams within HAI to ensure that resources are available for case management activities in a timely manner (internal referral pathways, joint assessments, collaboration in the field).
  9. Represent HAI in external meetings as appropriate and requested by the project manager/the Senior MHPSS Technical Coordinator; present and advocate for HAI cases with other relevant actors.
  10. Collaborate closely with project team to continuously assess status of services implementation against project work plan and implement appropriate steps to ensure project is on track in meeting deliverables.
  11. Contribute to set-up and implementation of the technical monitoring and evaluation tools for MHPSS components of the project’s activities.
  12. Ensure monitoring and evaluation activities and reporting meet HAI’s standards, and are completed on schedule.
  13. Support the technical analysis of the data collected through the project.

Qualifications &  Skills


Essential

  • A bachelor degree in sociology or social work, counselling or other relevant field is required.
  • Minimum three years of relevant work experience in case management, social work.
  • Minimum two years’ experience in team management
  • Experience in working in the social sector, particularly with IDPs or refugees, or with programs focused on children, adolescents, or women.
  • Previous experience or understanding of the human rights, social and political environment in Iraq.
  • A strong commitment to human rights, including gender equality and child safeguarding, and to implementation of international human rights law.
  • Ability to reside in and travel within federal Iraq and KRI should the security allow it.

 

 

 

Languages

Required – Fluent in English (read, write and communicate) and in Arabic. Other local languages are preferred.

 

Other Skills and Qualifications (required):

  • Excellent oral communication skills
  • Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions

 

Computer Skills:

·   Microsoft  Project, Microsoft Office (e.g. Outlook, Excel, Word, PowerPoint), and other software applicable to the area of work
